On April 1, 2025, the New York State (NYS) Consumer Directed Personal Assistance Program (CDPAP) will transition to a Statewide Fiscal Intermediary (SFI), Public Partnership LLC (PPL).
Please support the NYS Department of Health’s ongoing effort to educate consumers and caregivers on the critical need to register with PPL, prior to the April 1, 2025 transition date. For an overview of the program and information on how to support consumers and caregivers through this transition, please refer to the PPL website and the NYSDOH Consumer Directed Personal Assistance Program (CDPAP) website.

CDPAP consumers and caregivers must take action and register with PPL before April 1, 2025 to avoid any delays in worker compensation.

Recently, New York Attorney General Letitia James and the New York State Department of Health warned all New Yorkers with Medicaid, Child Health Plus, and the Essential Plan to be on the lookout for fraudulent requests targeting enrollees as they renew their coverage. Continuous coverage ended for these public health insurance programs on March 31, 2023. Starting in mid-March, renewal notices began going out to enrollees with detailed instructions on how to stay covered and their deadline to take action.
There have been reports of scammers taking advantage of this process, threatening New Yorkers that their Medicaid coverage is cancelled or at risk for cancellation unless they provide hundreds of dollars to reinstate or continue benefits. This is false. New York State will never charge Medicaid consumers to enroll or re-enroll.
In a recent consumer alert, Attorney General James and Acting Department of Health Commissioner Dr. McDonald shared tips on how to stay vigilant and spot potential abuse, and offered additional information on the renewal process.
Additionally, New Yorkers are encouraged to visit the New York State Department of Health website or its Medicaid information page for more information about public health insurance renewals.

HARPs are a new kind of plan that provide Medicaid members with their health care, plus care for behavioral health, including Serious Mental Illness and Substance Use Disorders.

Child Health Plus
The New York State Child Health Plus program from UnitedHealthcare Community Plan is for children up to age 19. Members must be residents of New York and are not eligible for Medicaid or enrolled in or access to NYSHIP benefits. You can choose your child’s doctor. The Essential Plan is offered through UnitedHealthcare Community Plan. It's for lower income individuals in New York who meet the income or citizenship status requirements.
Starting June 1, 2021, there will be no monthly premium for Essential Plan coverage and all Essential Plan enrollees will have dental and vision benefits with no premium or cost sharing for covered services.
